Europe hires from outside its borders at serious scale. The EU issued 3.5 million first residence permits in 2024, and employment was the single biggest reason for them, accounting for 31.9 percent, roughly 1.1 million permits. In ManpowerGroup’s 2026 survey of 39,000 employers, 83 percent of German employers said they struggle to fill roles.

None of that makes the process legible from the outside. Job seekers researching a move to Europe usually study visa requirements as if the visa were their problem to solve, then discover two things late. First, in several major markets the application is filed by the employer, not by you. Second, the salary thresholds are not guidance, they are pass or fail numbers, and they change every year.

This guide covers how the permits actually work, which countries let you arrive before you have a job, and what any of this means for the job search itself.

The employer applies, not you

The single most misunderstood fact about working in Europe is who holds the pen.

In the Netherlands, the highly skilled migrant scheme is explicit about it. The IND, the Dutch immigration service, states that the migrant “does not apply for residency independently. The future employer does this,” and only employers registered with the IND as recognised sponsors can submit an application at all. If the company that wants to hire you is not a recognised sponsor, there is no application to make until it becomes one.

Germany runs the same logic through its approval machinery. The standard EU Blue Card needs no involvement from the Federal Employment Agency, but the reduced salary threshold for shortage occupations and recent graduates requires the agency’s approval, which includes a check that your pay and conditions match those of domestic workers. And intra-company transfers across the EU work on sponsorship by design: under the EU ICT permit, your employer applies to transfer you, for up to three years as a manager or specialist and one year as a trainee.

For your search, this changes the question from “can I get a visa” to “can this employer sponsor one”. Large companies have immigration teams. Smaller ones often want to hire internationally and have simply never done it, and a surprising number walk away from a candidate because the paperwork looks unknowable. It is worth knowing that this is now an outsourceable problem: Jobbatical, an Estonian relocation and immigration platform founded in 2014, handles work visas and residence permits on behalf of employers across more than 45 destination countries. If a company hesitates over sponsorship, pointing out that services like this exist can keep an offer alive.

The EU Blue Card, and what the thresholds really mean

The EU Blue Card is the closest thing Europe has to a common work permit for university educated professionals, and it was overhauled by a 2021 directive that took effect across member states from late 2023. The job offer or contract behind it now needs to run only six months rather than a year, professional experience can substitute for a degree in some fields, information technology among them, and after twelve months in one member state you can move to a second one under simplified rules without a fresh labour market test.

Each country sets its own salary threshold within a band defined by EU law, between 1 and 1.6 times its own average gross annual salary. In practice that means one card, very different entry prices. For 2026, Germany’s standard Blue Card threshold is €50,700 gross per year, with a reduced threshold of €45,934.20 for shortage occupations and for people who graduated within the last three years. Germany also admits IT specialists without a degree at the reduced threshold, on the strength of at least three years of professional level IT experience gained within the last seven. The Netherlands prices its Blue Card at €5,942 gross per month for the second half of 2026, excluding holiday allowance.

Germany is also where the card actually lives. Of the 78,096 EU Blue Cards issued across the EU in 2024, Germany issued 56,252 of them, 72 percent of the total.

Treat the thresholds as binary. An offer of €50,000 against a €50,700 requirement is not close, it is a refusal. If a negotiation is hovering near the line, the threshold itself is the strongest salary argument you will ever have, because the employer cannot hire you below it.

Arriving before you have a job

Most European work permits assume an offer already exists. A few countries sell tickets to come and look.

Germany’s Opportunity Card, the Chancenkarte, launched on 01 June 2024, gives you up to a year in Germany to find work, with no job offer required. You qualify either through a fully recognised foreign qualification or by scoring at least six points on criteria such as experience, language and age, and you need German at A1 or English at B2, plus proof of funds of €13,092 for the year. While you search you can work part time up to 20 hours a week, and trial with any single employer for up to two weeks.

Austria’s Red-White-Red Card has a similar door for very highly qualified workers: score at least 70 of 100 points, on qualifications, salary history, experience, languages and age, and you can get a six month job seeker visa, converting to the full card once you sign a matching contract.

Portugal used to be the third common answer here, but its job seeker visa closed to new applications on 23 October 2025 while a replacement, restricted to qualified work, waits on regulation. If a site tells you to apply for it, the page is out of date.

Searching from abroad is its own discipline

A relocation search fails in the same places a normal search does, plus a few of its own.

Distance amplifies the screening problem. You will rarely get an exploratory coffee from another country, so nearly everything rides on the application document, and larger European employers screen those through software before a person reads them. A realistic sequence

Pick your target countries by threshold arithmetic before you fall in love with a city, because the salary you can command decides where you are eligible. Check whether your route needs an employer to hold sponsor status, and weight your applications toward companies that visibly hire internationally. If your profile fits a points system, consider arriving on a job seeker route, since employers interview a candidate who is already in the country very differently. State your visa position in every application. And treat the process as slower than a domestic search: permits themselves can move in weeks, the Dutch IND usually decides highly skilled migrant cases within a couple of weeks against a 90 day statutory limit, but recognition, apostilles and consular appointments stack up ahead of them.

Europe wants the skills. The system that lets them in rewards people who understand it over people who hope.
